librsvg rasterises the SVG at the width and height you enter, or at its own size if you leave them empty, preserving transparency in the PNG output. Because the source is vector, any output size is rendered sharply rather than scaled from a smaller bitmap.
Where it stops: SVGs that reference external fonts or remote images will not render those, because external resource fetching is deliberately disabled for security. Convert text to outlines first if the fonts matter.

What size should I render at?
Whatever you need, and render for the largest use. Because the source is vector, a 2000-pixel export is exactly as sharp as a 200-pixel one.
Why is my text rendering with the wrong font?
The SVG references a font that is not embedded, and external fetching is blocked for security. Convert text to paths in your design tool before exporting.
Is transparency kept?
Yes. PNG supports alpha, so transparent areas stay transparent.
