What happens to your file.

Almost all of the weight in a typical PDF is its images, so that is what the compression targets. Each embedded image is re-encoded at a resolution and quality matched to the level you choose, while the text layer, the fonts and any vector drawings are left exactly as they were: those cost very little space and are precisely the parts that look wrong when they are degraded. That is why text stays sharp and selectable at every level, and why a PDF that is pure text will barely shrink at all.

Where it stops: A text-only PDF has almost nothing to compress, because the images were the weight. High compression will visibly soften photographs and fine detail in a scan, and it cannot be reversed from the output, so keep your original. A file that was already optimised when it was created may only lose a few percent.
