How it works
What happens to your file.
The PDF is parsed with PyMuPDF, which exposes each page as a list of drawing and text objects. Overlay objects that repeat in the same position across pages are the classic watermark signature, so those are the candidates for removal. You can also select a rectangular region instead, and preview the result before downloading.
Where it stops: A watermark that was flattened into a scanned image is no longer a separate object, so it cannot be lifted cleanly. Only remove watermarks from documents you own or are authorised to modify.

Why did it say no watermark was found?
The mark is most likely baked into a scanned page image rather than sitting on top as its own object. In that case there is nothing to delete, and you would need to edit the page image instead.
Is it legal to remove a watermark?
Only on documents you own or have permission to change. A watermark often signals copyright or confidentiality, and removing it from someone else's document can be unlawful.
