A PDF can carry two separate kinds of protection. An owner password sets permissions, such as whether the file may be printed, copied from or edited, and those restrictions are removed directly. A user password encrypts the contents themselves, so the file cannot be read at all without it; there you supply the password you already have, and the document is decrypted and rewritten without it. The pages, text and images are copied across unchanged either way.
Where it stops: This is not password recovery. If a PDF is encrypted and you do not have its password, the contents cannot be read and nothing here will change that. Use it only on documents you own or are authorised to modify, and be aware that removing protection someone else applied may breach the terms you received the file under.
