Why is there extra white space after converting?
A4 is narrower and taller than Letter. Fitting content proportionally leaves a small margin rather than stretching or cropping your pages, which would be worse.

What happens to your file.
A new page canvas is created at the target size and the original content is scaled proportionally to fit within it, so nothing is cropped and the aspect of the content is preserved.
Where it stops: A4 and Letter have different proportions, so fitting one into the other leaves a thin band of extra white space on one axis. That is unavoidable without cropping.
