What happens to your file.
Choose a preset or enter a size, then how the picture should meet it: fit inside keeps the whole image, fill and crop covers the size exactly, and stretch ignores the proportions. Images are resampled with a high-quality filter in your browser; anything the browser cannot decode is resized on the service instead.
Where it stops: Enlarging adds pixels but cannot recover detail that was never captured, which is why small images are not enlarged beyond their original size unless you allow it. Fill and crop trims whatever falls outside the target ratio.

Will the image be stretched?
Only if you choose stretch. Fit inside keeps the proportions and the whole picture; fill and crop keeps the proportions and trims the overflow.
Can I enter a percentage?
